Sealed proposals for the Gills Landing Trail in Lebanon will be received by Ron Whitlatch, Engineering Services Director, at Lebanon City Hall located at 925 Main Street, Lebanon, Oregon 97355 until 9:00 a.m. on June 4, 2024, when the sealed proposals will be publicly opened and read. The outside of the envelopes shall plainly identify the following:

  • Project Name and Number
  • Bid Opening Time and Date
  • Bidder’s Company Name
  • Bidder’s CCB License Number

The major work to be done includes the following approximate quantities: 470 lineal feet of Saw Cutting, 286 cubic yards of General (hard and lawn surface) Excavation, 555 square yards of Subgrade Geotextile Fabric, 17 lineal feet of 4-inch, Storm Drain Pipe, 201 tons of Aggregate Base, 2,418 square yards of fiber reinforced 4-inch PCC, 5,253 square yards of fiber reinforced 7-1/2 inch PCC, 612 square yards of fiber and rebar reinforced 7-1/2 inch PCC, 22 cubic yards of clean fill dirt Area Restoration, Electrical Conduit, wiring, and installation of 3 Light Poles, Erosion Control Devices, and all equipment, materials, and tools to complete the project as identified within the project drawings and specifications. The Consulting Engineer’s Estimate is between $200,000.00 and $240,000.00.

The general specifications applicable to this job are the 2021 Oregon Standard Specifications for Construction, published jointly by the American Public Works Association (Oregon Chapter) and the Oregon Department of Transportation. These specifications are supplemented by City Supplemental Standard Specifications and project Special Provisions.

No proposal will be considered unless it contains a statement that the Bidder will comply with the provisions required by ORS 279C.840, that workers of public works be paid not less than prevailing rate of wage on contracts of $50,000.00 or more. Each bid shall contain a statement verifying that the Bidder is a resident bidder as defined in ORS 279A.120. The Contractor or subcontractor must be registered with the Construction Contractors Board as required by ORS Chapter 701. Bidders shall comply with all requirements set forth in Chapter 279A, B, C and other applicable sections of the Oregon Revised Statutes. Bidders are required to disclose proposed first-tier subcontractors. The City of Lebanon encourages the subcontractor disclosure form be submitted with the bid documents but will accept this list no later than 11:00 a.m., June 4, 2024 (two hours after bid opening).

All proposals shall be submitted on the prescribed form and in the manner as indicated in the specifications and shall be accompanied by a certified or cashier's check or bid bond in the amount of ten (10) percent of the total amount of the proposal. The bid bond shall be issued by a surety authorized and licensed to issue such bonds in the State of Oregon, conditioned that the successful Bidder will pay the City of Lebanon, as liquidated damages, the amount specified in the bond, unless the Bidder enters into a contract with the Bidder's proposal and furnishes an insurance certificate and a performance bond with surety satisfactory to the City of Lebanon in an amount equal to 100 percent of the contract price within ten days of the date of notification to successful Bidder. If the Bidder fails to enter into the contract and furnish the performance bond within the above-specified time, the check (or bid bond) and the amount thereof shall be forfeited to the City of Lebanon. The City of Lebanon reserves the right to award the contract to the firm submitting the most qualified proposal, to postpone the acceptance of the proposal and the award of contract for a period not to exceed 30 days, or to reject any and all proposals received.
